    Deborah L. Ross

    Deborah L. Ross is a founding shareholder of Ross Earle & Bonan, P.A. She has been a member of The Florida Bar since 1993. Her primary area of practice is the representation of condominium and community associations. She is considered one of the leading attorneys on the Treasure Coast regarding the representation of communities. Ms. Ross regularly lectures on association law and related topics to attorneys, condominium/homeowner groups, and the general public. She also routinely participates in The Florida Bar's condominium practice section in order to stay abreast of current trends and to provide her counsel and expertise. Her practice includes general corporate representation related to condominium and community associations with a special emphasis also placed on developer turnover issues, construction-related issues, land use, drainage, government permitting and enforcement issues related to associations. Her practice also includes litigation support in a variety of areas including statutory and regulatory issues. Ms. Ross is BV Distinguished Peer Review Rated by Martindale-Hubbell.* Ms. Ross, along with her partner, Elizabeth P. Bonan, periodically publishes the REBLAW Review (a newsletter geared towards informing clients and interested parties about the latest developments in condominium and community association law). She enjoys sports, the theater, and spending time with her husband, Larry Fleischer, and their children, Allyson and Matthew.

    David B. Earle

    David B. Earle is a founding shareholder of Ross Earle & Bonan, P.A. He has been a member of The Florida Bar since 1992. His primary areas of practice are commercial and complex civil litigation, labor and employment law, and probate-related litigation. He regularly appears in circuit and county courts located throughout the 19th Judicial Circuit and other parts of Florida. Mr. Earle has been certified as a Circuit Civil and County Mediator by the Florida Supreme Court. He also handles real estate transactions and is an authorized agent for Attorneys' Title Fund Services, LLC (the "Fund"). Mr. Earle is AV Preeminent Peer Review Rated by Martindale-Hubbell.* A resident of Martin County for more than fifty (50) years, Mr. Earle was formerly an award-winning news reporter who also served as the District Director for then U.S. Representative Tom Lewis during the 1980s prior to commencing the practice of law. He has served as Chairman of The Florida Bar's Grievance Committee (19-A), Vice Chairman of the 19th Judicial Circuit's Nominating Commission, and on various not-for-profit boards of directors including the LEADERSHIP Alumni of Martin County, Inc. and the Visiting Nurse Association of Florida, Inc. He enjoys sports, golfing and spending time with his wife, Ellen (a Stuart native), and their daughters, Katie and Elizabeth.

    Elizabeth P. Bonan

    Elizabeth P. Bonan is a founder and managing shareholder for Ross Earle & Bonan, P.A. She has been a member of The Florida Bar since 1983. With more than twenty-eight (28) years of legal experience, Ms. Bonan's primary area of practice is the representation of condominium and homeowner associations. A long-time resident of Palm City, Florida, Ms. Bonan served for a number of years as in-house counsel for Southern Realty Group, the developer of the Martin Downs community. In private practice, Ms. Bonan has continued to represent the master association and many of the sub-associations of the Martin Downs community; building upon her depth of knowledge and experience in areas including general corporate representation, governmental permitting, contracts and the application/enforcement of covenants and restrictions. She also represents a diverse variety of condominiums, homeowners associations, and mobile home cooperatives throughout the Treasure Coast. Ms. Bonan is BV Distinguished Peer Review Rated by Martindale-Hubbell.* She remains committed to her community; having served for three years as a member of the Board of Directors of Safespace, two years as a member of the Board of Directors of Caring Children Clothing Children (the 4C's) and nine years as a girl scout leader with the Palm Glades Council, Girl Scouts of America. She is an active member of Soroptimist International of Stuart (President 2011/2012), and member of the Board of Directors of OPUS Boosters at Martin County High School. With her partner, Deborah L.     Jacob E. Ensor

    Jacob E. Ensor is an associate with Ross Earle & Bonan, P.A. He has been a member of The Florida Bar since 2006. Mr. Ensor's practice includes civil litigation, collections, administrative law and condominium and community association law, including matters related to the enforcement of covenants and restrictions. Mr. Ensor, while a law student, also served with the Florida Attorney General's Office and concentrated his efforts on construction law and related matters. He spends his spare time as a volunteer soccer coach for the Treasure Coast YMCA and enjoys pick-up basketball and traveling. Mr. Ensor is married to another local attorney, Lori Steger, Esquire, and is the father of twin daughters.

    John P. Carrigan

    John P. Carrigan is an associate with Ross Earle & Bonan, P.A. He has been a member of the Florida Bar since 2009. Mr. Carrigan's areas of practice include civil litigation, intellectual property protection, representation of condominium and community associations, collections, bankruptcy law and foreclosure litigation. Mr. Carrigan previously served as a law clerk working in the areas of consumer bankruptcy, intellectual property, and general litigation. He enjoys spending his time with family, golfing and swimming.

    Katherine E. Woods

    Katherine E. Woods is an associate with Ross Earle & Bonan, P.A. She has been a member of the Florida Bar since 2011. Ms. Woods' areas of practice include civil litigation, representation of condominium and community associations, collections, and foreclosure litigation. Previously, Ms. Woods clerked for the judges of the 19th Judicial Circuit, Martin County, and was a summer associate at Ross Earle & Bonan.

    In law school, Ms. Woods was a member of the Executive Board of the Florida Moot Court Team and competed in the Corporate Law Moot Court Competition in Wilmington, Delaware in 2010. She also received book awards in Trial Practice, Legal Drafting, Global Corporate Compliance and the Mediation Clinic.

    Ms. Woods was born and raised in Stuart, Florida. She enjoys volunteering, sailing, running, and spending time with her family.

    Educational Background: University of Florida Levin College of Law, J.D., cum laude; Vanderbilt University, B.A. cum laude, Economics.

    Professional Association/Activities: The Florida Bar; the Martin County Bar Association; Intramural Co-Chair, The Florida Moot Court Team.

    Thomas K. Gallagher, Of Counsel

    Thomas K. Gallagher is a commercial litigation attorney specializing in all varieties of business disputes. He has been AV rated by Martindale-Hubbell.*

    After graduating with honors from the University of Miami School of Law in 1988, Mr. Gallagher practiced with the law firm of Ruden McClosky Smith Schuster & Russell, P.A. until 2008. Mr. Gallagher has successfully represented clients involved with labor and employment issues, contract disputes, construction law, non-competition agreements, staffing issues, all manners of real estate disputes, banking matters and more.

    Mr. Gallagher is admitted to practice in the United States District Courts for the Middle and Southern Districts of Florida, in the U.S. Circuit Court of Appeals for the Eleventh Circuit, the United States Bankruptcy Court for the Southern District of Florida, and all Florida state courts. Mr. Gallagher has been certified as an Arbitrator in the Seventeenth Judicial Circuit and has extensive experience in a variety of alternative dispute resolution forums.

    Prior to law school, Mr. Gallagher was an award winning radio news broadcaster. He has also served on numerous local governmental, political, legal and non-profit boards.


    W. Martin Bonan, Of Counsel

    W. Martin Bonan serves as Of Counsel to the Law Firm. Mr. Bonan has been a member of the Florida Bar since 1983. From 1983 to 1995, he was engaged in private practice, concentrating in all areas of residential and commercial real estate, working with firms including Gunster, Yoakley & Stewart, P.A. from 1983 - l991. From 1992 - 2006, he was Board Certified by the Florida Bar as an expert in real estate law. Mr. Bonan was Vice President and General Counsel for Fairview South and Shadow Lake Groves, both real estate affiliates of the Kiplinger Washington Editors, to whom he also served as General Counsel for real estate matters from 1995 - 2009. While serving as General Counsel, his representation covered all aspects for management and development of residential, agricultural and commercial real estate, leasing and land use law. He is a licensed member of Attorneys' Title Fund Services, LLC (the "Fund"). He enjoys golfing and spending time with his family. He also has been a devoted Little League umpire, managed and coached soccer and baseball, and was the Cub Master for Pack 823 in Palm City for two years.
